What is too small an aviary for an Eagle Owl?

In the US there are very specific standards for the minimum required space for birds of prey, as well as other standards as to how they must be housed. I would recommend checking with your equivalent of our Fish and Wildlife Division to determine if such requirements exist in the UK and if your friends aviary falls into compliance.
