How to reduce water temperature to 20 degree Celsius?

Any method(chemical, mechanical,etc) can be suggested to reduce temperature.But the method should be of the lowest costing.the water is to be used in condenser. The water to be cooled is sea water for the power plant.Rate of cooling water required is 20000 cubic meter per hour.
